dammit i kinda know the answer to that though. the hoop is 18" and is supposed to be twice the size of the ball (if I'm remembering that right. heard Neil DeGrasse Tyson say that on a Joe Rogan podcast several years ago).
I think you're right on the diameter being half or so
 
Back to Interesting (or not) facts. The "Small Ball"
Until 1990, the British PGA used a "small ball" that was 1.62 inches (41.1 mm) in diameter. It was eventually phased out to standardize the game globally, as the slightly larger "American" ball was deemed more difficult to play but better for the sport's consistency.
