I'm new to rc and I don't have a lot of money, what good car could I get for $70 or below.

Thats really just too little of money to get into a hobby grade rc. UNLESS, you can find a used first generation Traxxas Slash, might beable to get one of them for around that in good shape. Although its unlikely. You might just check your local craigslist and post up what you find, some people some times will sell out just to get a few bucks.
Seriously the best thing you can do is put that $70 away and save some more. If you can double that you will have way more options.

+1. Save your money and get a better rig. You'll end up saving money in the long run if you buy a quality rig by not having to replace parts after every run like you would on cheaper brands.
