It takes at least 130 oz. of torque to operate buggy/truggy brakes properly. Otherwise you can't set the bias properly.
I always put a small piece of a ball point pen spring inbetween the calipers, directly over the two bolts that secure the pads. Then I tighten the bolts as much as possible, this is where the springs come in....they keep the pads from dragging allowing you to set your brakes tighter without them binding or dragging. This allows you to use less servo throw to achieve good brake response.
