I forgot to finish my thoughts on thisI don't think all LiPo chargers work the same as shown in that video.... the part that talks about the charger balancing the other cells once a cell reaches the end voltage.
When I was new to the DX6 charger, I just wanted to charge and go. After watching the screen, I wondered what the little bar graph was that kept poppin' up at each LiPo cell voltage reading. Into the manual I went.

The balance strength bar graph shows up when cells begin to pull away (in terms of voltage) from other cells. The farther away the cells are from the lowest cell, the more balancing drain can be seen... more bars on the bar graph appear.
The DX6 tries to get the cells balanced during a charge cycle of a LiPo battery. It doesn't wait until one cell is at the end voltage like explained/shown in OP video, or this video here. I can't tell if all chargers work in the same way as the DX6. They very well could, but most chargers don't have a visual representation of the balancing drain going on.
Here you can see (3 minutes into a balance charge) a 5200mAh 4S LiPo pack on the left and a 6600mAh 2S LiPo on the right. Both are being charged a 2C rates. I'm just focusing more on the 4S pack as the 2S pack has cells that are well matched. The charger is beginning to fully use its "balance drain" power on the cell with the highest voltage (cell 1). There is a 95mV difference between highest cell voltage and the lowest cell voltage...

Seven minutes into the charge and we can see more of the balance drain at work on cells 2 and 3. 84mV difference between highest cell voltage and the lowest cell voltage....

Ten minutes into the charge and cell 1 reaches end voltage (4.2V). We got 75mV difference between highest cell voltage and the lowest cell voltage. The current (10.4A) will begin to drop off fast now as we wait for the other cells to finish.

At twenty-two minutes of a 2C charge rate, the 4S pack finishes balancing and twenty-three minutes for the 2S pack on the right/channel two. Charger keeps (as noted by LED screen's "KEEP") a small current on the cells until you stop/unplug the pack.
