I cut before paint. And also if its for my rustler or slash I punch the body mount holes before hand also.
Yes I think its dark first and light after since the dark doesn't bleed through the light. I also tend to back it in white to make it pop out more. Since my colors are light anyways, I do blue in the front first, orange in the rear, let it dry, peel up my painters tape marks and paint silver and let it dry. And then time for decals and mounting ;)
 
I cut body out drill the post holes and I wash it with Dawn dish detergent before I paint

If your using special paints like Spazstix u need to follow their recommendations for best results like chrome and candy colors
 
I personally, and in this order:

1) Wash with Dawn and warm water
2) Rinse thoroughly & Fling excess water, and dry with lint-free micro fiber
3) Cut & Trim
4) Mock up, mark, and pop mount holes (I never trust factory locations as they’re not always where they need to be)
5) REwash with Dawn and warm water
Fling excess water, and dry with lint-free micro fiber. Allow to air dry further for an hour or so.
6) Apply any pre-cut/included window mask, tape, or liquid mask
7) Draw out graphics over protective/overspray film with Ultra-Fine Sharpie (if applicable)
8) Apply paint/candies (dye) starting with darkest hues first (removing mask throughout the process where applicable)
9) Back, and/or seal
10) Remove film
11) Ice Cream
