Toe out, usually used in the front end, refers to the angle at which the front wheels point out. It's a tuning option for steering. Toe in is usually run in the rear end and helps for off corner rear end rotation.

Toe in also allows better steering. Toe out makes it very squirrelly.
Having the rear toed in, makes it track more accurately.
