Toe out, usually used in the front end, refers to the angle at which the front wheels point out. It's a tuning option for steering. Toe in is usually run in the rear end and helps for off corner rear end rotation.

and this can wear the tires umevenally and reduce traction.

If you think of your tires as eyes, it's basically the same principle. Toe refers to the front (leading) edge of the tire.

The tires point in like they're cross-eyed.

and more serious, is there such thing as bad toe in or out ?

Great pics. That sure explains it better than anything else.
Toe in also allows better steering. Toe out makes it very squirrelly.
Having the rear toed in, makes it track more accurately.

And for proper lubrication, Toe Jam.
Ate bad ham? Toe Main.
Drink too much? You're Toe Up.
When you spit out soy based tastless vegetarian food.....Toe Pfoooo.
