Have you even bought a rig yet?
I'd suggest getting the picco 28, the new era leaner BB kit, good side pipe, FOC in the trans (more than likely RRP steel gears to last you), then run it.
I'm pretty sure you will realize that an off the shelf picco in a revo is more power than you will ever need in an offroad basher. I have an LRP28S3 in my revo and it's pretty much uncontrollable until it gets moving. Even then, at the speeds I hit, I run the risk of having a tire blowout on me, and I"m not even geared that tall. Just tall enough that the engine doesn't labor much at WOT in the lawn.
oShort version, start with an unmodified engine to see what it does and how you like it. If you need more, get it mod'd with a polished crank and adjusted timing by one of the companies suggested. My gut says you will not need to take the extreme measures your thinking.
