Fuel tank mount? I believe it's upside down.

See a bunch of screws no bolts. Only part I see resembling a bolt looks like piece that goes in motor for pullstart

If you look there in a screwdriver pointing to the Allan key screw
It was making a funny noise from in here so I tightened it up now the noise has gone just wanted to no what it was

It looks like a standoff to me.

Won't Do it any harm me tightening it up will it? Seems to make a better noise when rolling it back an forth than it did before?

I'd have to say its a fuel tank mount. With the space you have there, that's where the fuel tank would be.
