What are the ratios for spur and pinion?

So if I have a 21t motor and I have a 35t motor, the 21t is faster right? Same thing with the spur and pinion gear?
 
If all you change is the pinion, going to a higher tooth count will make the spur turn faster.

With the same voltage, a 21 turn motor should provide higher RPMs than a 35 turn motor.
 
The lower the motor turn count is usually the faster rpm motor. The 21t is faster than the 35t motor

Going lower on the pinion and/or higher on the spur = slower speed
Going higher pinion and/or lower spur = faster speed
