Here is my understanding according to Traxxas anyway. So take it how you want as this is only "one" manufacturers recommendations.
According to Traxxas they recommend breaking in a new engine on 20%. They go on to say that if you choose to switch to the 33% the engine will run cooler but initially much leaner as well. They say upon change to richen the HSN 3/4 turn and do tune from there.
