Can i run my engine with jus this rotor start plate on the back of the engine cause of so this gone be my rotor start lol

No. Need to have the shaft to plug the hole or a backplate that doesn't have a hole in it.

What exhaust header is that?

Ok because I'm making a rubber plug to fill the hole after it's started and it's a header I got off a truck my friend had it came off a after shock I think the pipe too
 
I'm not 100% sure that's going to work for you... the OWB inside needs that shaft in there to keep it from slopping around inside the engine and destroying stuff, and the big hole in the side of the engine even for a second will probably cause the engine to stall immediately. That's if you can even get it started...
