based on your video and the ESC manual, the LEDs are lighting up correct to see that you are commanding full reverse from the rx and the esc is recognizing the command. what happens when you put the tx in reverse throttle mode?
what is the battery status, and did you check that the red lead from the esc is going to the positive terminal on the motor (regardless of what color bullet connectors are soldered on, the motor can itself should be marked). with the tx back in normal throttle mode, what happens if you reverse the polarity going to the motor?
if you have a multimeter, measure DC voltage between the positive and negative terminals coming off the ESC (with motor disconnected) at idle, full throttle, and full reverse (tx in normal throttle mode). these diagnostics will help us determine if it is a motor issue or an ESC issue (a diode or reversing switch internal to the ESC could have died).
