I have a question about the clutch bell. Why are there different teeth counts on clutch bells? My CB has 16 teeth for a single speed. Could I put one on with 13, 15, or 17? Would I have to change the spur gear?

You can change it, but you'll have to move your motor closer to, or farther from your spur gear. You don't have to change your spur gear unless you change the pitch of the clutch bell.
 
Well, that depends on the vehicle. Most allow a certain range of CB's/Spurs before you have to swap both due to available adjustment room.

Like on a savage, HPI has a chart for what fits with what:

Kind of funny that they haven't updated the chart... They have a 47T spur available... and a few more savage models not on the chart.
