I looked through everything in the booklets and even had the misses look with me, could not find it.

If I was to guess I would say some type of engine shutoff

You wont find that in the car manual ,you would find that in the radio gear manual!
That is a receiver jumper wire to reset & bind the rec. to the transmitter!
