the clutchbell is not moving freely?

ok when i tighten down the screw that keeps the clutchbell on, the clutchbell wont move, but when i loosen it up the clutchbell is moving freely, what is going on here? i need help ASAP!

Do yo have any shims in there? YOu may want to take some out and use only the screw instead of a screw and shim. Also check and make sure your flywheel nut is tight.

He may need a shim under the bell if the bell is tightening down too far, it could possibly be hitting the flywheel and binding. Just something else to check.
