For On-road, you're always on and off the throttle since it's all about "throttle control" on the track. You have to sprint to the next corner, hit your marker, setup for the next turn, modlate power to keep the oneway grabing instead of working against you ... yeah, it's never "mash and crash" like in the parking lots.
Short bursts of speed is usually the case for on-roads, much like buggies, so a slide is necessary. A rotary carb is notefficient in doing that. It lags a bit in response.
