Generally you don't, if you're talking about porting and polishing to gain performance, then that is a specialist thing, and you need to know what you're doing. As for re- sizing, again, you don't- you usually buy a bigger engine or a new piston and sleeve. :)
 
There are a few places that will do a re-pinch for you for around $20-$30. Many years ago, I used RayARacing. The first one I had OSRocket do, they pinched too much and it was a real pain with a pull-start. The second 3-4 I sent were to RayARacing, I asked for a mild pinch and they were perfect. Allowed me to eek out another season or two before needing to replace the engine.
