It's on the inside of the wheel, so it has no place to go.

From an earlier post. It's a Dubro knock off. It works very good, but if you have 17mm hex wheels you need to stick a nut (as a spacer) on there because the cones are too shallow.

I bought a knock-off one a few years ago and it works great. The only mod I had to do was for 17mm hex. The cones weren't seating completely, so I put a 17mm nut in the middle as a spacer.

Balancing wheels is a bit of a pain but worth it if you run any high RPM. It's easier on your gear and the car drives much better too.

Edit: I also had to add a piece of nitro tubing as the stopper. The rubber piece they included was junk.

Yeah, I'm debating going the NZ$30 AliExpress route or the NZ$80 Dubro route. The knock-offs have bad reviews about the balance shaft being a banana, but @Littlemotor's "name brand" one had a bent shaft too, so...
