The disc replacement hardware is looking promising. You are right, it is fairly new here but has been used in Europe for a few years.
I would go that route rather than any discectomy followed by a fusion, no matter what the level, but in particular regarding the lower back.
Like I said once before, insist that you are young and fusion should therefore be the last option, and see if you can negotiate some other type of surgery. You did not state what type of bulge (yes, there are several types) and what degree (in mm's).
The type, size, and location of the bulge has a lot to do with what other surgery options are out there that could at least relieve most or all of your pains and still have you avoid the need for a fusion.
