I have an scx24 bought as an RTR from Amazon. Went to run it on a freshly charged battery but no go, steering works but no throttle. I'm thinking the ESC is down for the count but I'd like to hear other opinions.

Try another battery if you have one available, otherwise your options are slim when it comes to troubleshooting this issue.
 
Are you sure the battery is charged? If you have one, check voltage with a meter. RTRs sit in warehouses for a lengthy period of time. The lipo voltage could have dipped too low for t he charger to charge? USB charger I'm guessing....
 
Is it new?
Is it the stock 2-in-1 ESC/receiver?

I'll try a different battery this afternoon. It is the stock esc/receiver that came with it. On a side note, any suggestions for going brushless and radio?
 
Have you checked your throttle trim to make sure it's at neutral? If it got bumped from where it's supposed to be, the ESC will sense that as input and likely won't arm the system.

No real trim per se, just a 3 position switch for throttle input. Tried all 3, still only have steering. But since breakage is an excuse to upgrade, I'm thinking of going brushless.

There is a throttle trim on the buttons. That's throttle percentage, not trim. I would try to re-bind the radio to the receiver.
