A bike frame is basically chromoly alloy or chrome plated. If it's chrome plated, the finish will get buffed off. Either way, I won't do that simply because what I do is done on a buffing machine spinning at over 3K rpm's. The danger factor is high and I won't do it because of safety. A highspeed drill or hand held tool (like a portercable) would be needed.
For a cooling head, if you want the scratches taken off, highspeed polish and sandblasting between the fins to remove annodizing and straightening, will be $15. Chassis buffing is $25 for both sides to be buffed, $20 for one side polished and one side sandblasted to a "natural" aluminum finish. Bulk heads and other misc parts are 7-$10, depending on size and complexity. I will not do threaded shock bodies if they are of the hard annodized type because the threads will be affected and not thread properly. If it is of the ordinary type of annodizing (easily scratched with a quarter) I will do it. I also won't do annodized springs because they will get warped from the pressure of the sandblast media.
Titanium chassis cannot take a highspeed polish because of the nature of titanium. It will keep the dull finish.

HERE for the thread I started on this a while ago. The link also has pics of where I do the work.
I have done a pipe for Maxtrooper and I think for 30%nitroboy (i may be wrong, but it went to arizona).
Every peice is Sandblasted, Highspeed polished and Ultrasonically cleaned before being returned. If you would like this done, just PM me and we'll take it from there. Do not send me the car. It's your responsibility to remove the peice from the r/c and ship it to me.
BTW, NO ... I don't polish r/c parts for a living. I just have access to the equipment to do this type of work.
