Thats what I thought also,but when I have carged them 2 times now they only charge for a hour before the the light starts to blink. Only had the truck out for 15 minutes before the failsafe kicked in.
 
If the pack is new you may have to cycle it a few times before it will take a full charge.
You may also be getting a false peak. Let the pack cool down then charge it again. If it charges for a long period of time before it peaks again you'll be fine. If it only charges for a small amount of time then you may have issues with the pack.

What pack do you have?
 
I dont' know what Mah rating battery your chargin but 1 hour is about right for something in the neighborhood of 1000 to 1200 Mah. i assume this is a new battery. Is your truck a nitro or electric. If it's nitro, are you using a throttle return spring or is there a significant amound of resistance in the linkage? If there is, that will drain your battery REAL quick.
 
the only way to check it is under load.. it may set at 6 v or whatever resting but then you put a load to it it ay drop to like 3. you will have to connect it to a radio or a motor or something and test the voltage thenn
 
I use that exact charger for my rx packs/rotostart batts. Out of five rx packs, I had one I thought was bad...it took probably 5-6 charges/discharges before it seemed to act in the "normal" range. 1 amp on rx packs/4 amp on rotostart.
