To create an animated .gif, open Photoshop, then open the photo you want. Create a duplicate layer and make the changes you want on that layer. I have 2 layers for my avatar. One with eyes open, one with them shut. You continue to save within Photoshop. When it's done, click on 'File' then click on 'Jump to' and it will open a secondary program within Photoshop called, "Image Ready." This is where you set the timing for each frame, and can view it animated to see the results. I have a few versions of mine, including him winking one eye, and wiggling his ears. I'm currently working on a multi frame image of blinking, then wiggling his ears, followed by a wink. I'm an old hand at Photoshop, but Image Ready is still new to me, so it's time consuming.
Anyway, if you have created your own, or changed the timing, you now hit "Save Optimized" and it will save it as a layered and timed .gif file. Then you click "Image" on the top menu bar, then click "Image size". Reduce it there by typing the pixel numbers in. You might have to crop it first to get it square.
Then click "Save Optimized As....." and either save it to a floppy or under another name. You DON'T want to reduce your original to 60 x 60 or it will be extremely poor quality if you want to enlarge it and work on it again.
