You can dispose of batteries at Home Depot. In the same place where you can dispose of cordless tool batteries.

I take my dead batteries to the local council recycling depot.

I can attest to this. I've left lipos in a salt bath for 2 weeks and they still showed voltage on the cells that I could still check.

Brake light bulb connected right to the main overnight in my battery bunker and it was showing zero volts in the morning.
