trouble with safe. no down elevator when throttle engaged

When safe is on and throttle is on all control surfaces work except down elevator. When safe is off both up and down elevator works fine ?? I am flying an app. sts with landing assist.

I would think when you are in SAFE mode, the last thing you want is down elevator. Maybe it is set up that way on purpose?
