i ended up cracking it open today and the backplate was loose, very loose actually, would this cause it to not to tune up properly? I could run it fine but it just wouldnt let me bring the idle down far enough. The clutch seems fine i can hang on to it while pulling it over.
 
A loose back plate will provide an air leak. AND YES, it will affect tuning.
 
Like Sky said, your never going to get it in tune with a loose backplate. Make sure to locktight the backplate screws.

As for your wheels turning when you pull the starter, just stop and pull the engine (you have to anyway to locktight the backplate screws), pull off the clutch bell and inspect the shoes and spring(s). It sounds like either your shoes are melted bad and binding the spring so it can't close or the spring is broke. Either way, you probably should replace the shoes and spring. OR... your clutchbell bearings are siezing up on you.
 
I have pulled it but i have not taken th e clutch aparti can easily spin the clutch bell so i think that is fine. there is some play there is this normal? should i still pull the clutch apart?
 
It sounds like you are having a small problem in the clutch area. I would take a look at your clutch shoes, spring and bell. make sure that the shoes are clean, the bell is clean and that the spring hasn't come off. I have had idling problems caused by my clutch shoe retaining spring either broken or has popped off. the reason you can spin the clutch bell freely is because you aren't spinning the flywheel. when a motor spins the flywheel spins and as it builds in cintrifiguull force the clucth shoes expand out and grab the clutch bell. the clutch shoes are probably expanding out prematurly. just pull your clutch apart and inspect it. good luck.

one shoe is toast, looks like it smashed up. Another question when you open up the rear plate and expose the piston it looks like there is a tiny pin that connect the piston to the connecting rod, is it just a spring and the pin that fits ino the botton of the connectiong rod of the piston that seats up against the crank.
