Slide carb issues, no air movement through carb unless slide is open

Okay ofna .26 motor that came with my ultra lx comp2. I noticed when priming the motor by blowing into the exhaust pipe that fuel would not move to my carb. So I replaced the tank and lines thinking something got gummed up after sitting so long. Still no change, so while blowing i pull the line off the carb and fuel pours out. So the blockage is in the carb. I took it all apart and soaked it, cleaned it well and put it back together.


I still get no air if blowing through the hsn's fuel nipple, unless the slide is open 3/4 of the way... Any ideas?
 
That's what I thought, but if I richen it up as soon as i hear air, the lsn is hanging a quarter inch out of the cqeb, ready to fall out.
