No reason you can't if you wanted. Not really needed though. I you did do that you should run the oil a little lighter than normal and that would give you a nice plush ride.
 
Wont be able to fit 4 up front without making a small modification to the shocks to clear the steering linkage.
 
Depending on the savage, I'm not sure you can mount 4 on the back either. At least not with the old savage 21/25/SS (pre-X/XL) as I don't think you have room on the header site without having the shop rubbing.
 
Good point. Try mounting them in the other location to see if there is any clearance issues before you pull the trigger on the other set

That is also true, I'm going to try 4 rear 2 front, see how it goes.
