I would build the rolling chassis stock and check out the local racers for tires that work best on your track. Electronics also depends on what your track rules are.

Upgrades later to improve performance once you can pin point what needs to be improved, ie cornering, landings, etc.
 
You'll want to be sure that your electronics will allow you to compete in whichever class interests you.
Talking to some of the racers there will give you your set up, oils, which tires, gearing.
A short track and a long track are 2 different set ups.

Def head to the track. Learn the rules and talk to as many ppl as you can to get the best set up for that track and class.

Ask about which transponder to buy too.
