Well, logic would say to tune the high speed first since it changes the low speed as well. Your high speed needle adjusts all fuel flow to the engine as well as how rich it runs at 1/3-WOT, so do what you want to in that regard.
Basically, for tuning the low speed, it's a quickness of the line thing. After 20 seconds of idling, peg the throttle, if it gurgles and pukes fuel out the pipe it's obviously a bit rich. If it sits at idle for 10-20 seconds then you peg the throttle and it takes off without any hesitation, it's probably on or a bit lean. If your not racing, it's best to get a little hesitation and gurgle after 20 seconds of idle.
