Well, logic would say to tune the high speed first since it changes the low speed as well. Your high speed needle adjusts all fuel flow to the engine as well as how rich it runs at 1/3-WOT, so do what you want to in that regard.

Basically, for tuning the low speed, it's a quickness of the line thing. After 20 seconds of idling, peg the throttle, if it gurgles and pukes fuel out the pipe it's obviously a bit rich. If it sits at idle for 10-20 seconds then you peg the throttle and it takes off without any hesitation, it's probably on or a bit lean. If your not racing, it's best to get a little hesitation and gurgle after 20 seconds of idle.
 
I am not going to race it, but I would like a good speed out of it. How fast should I expect it to do about 0-45mph in? .15 engine
 
It's hard to say since I don't have that truck. Top speed gets old if your not on a track. Ramping and quick zigzag driving is where your going to find most of your fun. If you want speed, get an on-road car not an off road car. Anything above 40 is a PITA to drive with off road tires and stuff.

I have a 21 converted t-maxx that will probably maxx out at about 45mph, but it will get there in about 20 yards (if i can keep it from flipping). Very rarely do I keep it at that speed because I can't drive worth a crap!

With most of these, you should hit top speed in about 4-6 seconds if not less, depending on the engine and gearing. My 21 maxx hits top speed in about 3-4, whereas my 15 sport maxx takes about 7-10. Less power=less accelleration unless you gear it low.
