Limp but perfectly working pull starter??

After a few pulls the starter would not always fully pull back in. It works perfect but it's odd. Would it be a faulty owb?

If the engine still starts and runs, the bearing is probably fine. If the starter was pulled too far, it's possible the spring lost its ability to fully re-coil, though it shouldn't come to that...

I notice you have an aftermarket starter housing. I don't have experience with those, but it's possible they're less reliable than the stock ones. The springs that came with the aftermarket clutch shoes, for example, seemed weaker and more prone to snapping then the stock ones.
