So, I have wondered for a while, if I have a Lipo that has 2200 Mah, and the closest thing I can do to that is 2000, can I just round up to 3000 and get away with it?
I use (charger wise) a Prophet Sport Mini.

really depends on the brand, industry standard is 1C so 2A is ideal but if your battery states it can handle 2C then you can charge up to 4A within reason.

Shock question. Will the rear TRX Bandit shocks fit on the front?

Yes. But the rear shocks have a longer shock shaft and body. (And spring)
With the battery, yea 3A charge rate on a 2200 battery, it's fine. Just look at what the brand says about charging and charge rate limits.
