i am thinking of buying one (with a mag head) for my crt....will it have enough power and speed ? is it a reliable engine easy to tune engine ?

this will be my first racing engine...i would like to not make a mistake...

You don't need the mag. head. The 21 V-Spec will make a truggy clear triples with ease.
The .28 Vspec is arguably the strongest truggy engine out. Amazing performance.
A couple other good .21's I have seen and ran are the new Trinity Ex-Techs and the GRP tuned .21.
I highly recommend the tuned GRP .21 combo with the pipe. it is an awesome dependable engine.

I was thinking of using one of vantex carbon fiber pipes with this engine for thier light weight...
 
Carbon fiber pipes are worthless. It takes aluminum or steel for a 2-stroke exhaust to function properly. One thing you will never see on a Pro racer's buggy/truggy is a carbon pipe. The reason is they make the engines run horrible. I put a Vantage carbon pipe on 3 different engines that ran great. That pipe choked all three engines.
Follow the O.S. recommendations for the pipes. They make a pipe just for that engine you want.
 
I have that engine in my 5T. I don't like to run it on the pipe too often since I want it to last a while. I mean pipe by on the maximum output. I run it a bit rich as the tracks here are few and small in size. I usually bring a few ramps.

That V-Spec will more than help you in the power department but the head..I don't see the need for it.
