what kind of buggy?
a buddy of mine had a sts .28 on his ofna buggy. it was very quick.

The Ofna .26 is a dog, very poor performance but it is reliable.
a .28 in a buggy is overkill, it is not going to be any faster. It will just wear out the drivetrain quicker and drink more fuel.
Find a nice .21 such as the Picco .21 BAS. Great little engine for 109 bucks.
There is about 2 minutes difference runtime between a .28 and a .21.
Buggies do not need a lot of bottom end torque. They need engines that can rev high to be fast. Almost all .21's turn more RPM's than the average .28.
The XTM 24.7 would be a good choice as well if you are on a budget.
If not drop a Jammin' .21, O.S. Vspec, GRP .21 or an Ex-Tech .21. Be prepared to go thru some tires with those engines! They are all wicked fast.

Yep, I ran an XTM24.7 in my XB for bashing. Great little engine. Liked to so much I bought another for my savage. Not a real powerhouse, but decent revs and decent torque. Especially for $95 shipped on ebay

Putting a balls out 28 in a buggy would be a waste IMO. All you will get is like scrogg said, worn drive line and tore up tires along with excess fuel consumption. Granted, you could gear it to the moon and hit 50+ mph, but for me, that would be too fast to be fun.

Thanks for all the input guys, i have really only had some traxxas stuff so i have never needed to build any thing, how about pipes? There is a new pipe for that .26 motor for 99 cents but i don't know what to get. I also need a clutch my buddy said a werks clutches were the best:shrug:
For a buggy, a normal set of teflon shoes holds up just fine. Are you just bashing or racing? I wouldn't waste the money on werks if your just bashing. Pick up a stock savage 3-shoe flywheel with clutch shoes: http://www3.towerhobbies.com/cgi-bin/wti0001p?&I=LXGWY3&P=7
And buy OFNA hardened bells. Not sure what your buggy should have, but I think 14T-16T is the norm. I think I ran a 15T on my XB with the XTM24.7. It was a good all around gearing for me. Running in grass and at skate parks. Decent low end and top speed that would outrun LST2's in stock form.
Here's a link to the bells I use. They hold up for a long time running against steel spurs:
