Its an RC hill climb. Wouldnt work in most places in this country, but, I'm thinking, RC mud drags maybe.

Either someone is making them for them, or, they are custom home builds. I've seen the same thing on RC mud drag cars here in the states, just not nearly as much. Those are cool. I just saw that Traxxas funny car chassis the other day. Would be fun to build something similar around that.
