Does anybody know how turnbuckles like the ones for steering are made?

Not sure I'm getting your question, but one end is a left hand thread, that's why it gets shorter or longer, depending how you turn it.

How is the metal part formed does the company buy it pre shaped

It's just a straight rod with a hex in the middle. I'm sure it's stamped, then threaded. Most of the parts are made elsewhere and you're buying it from a distributor.

Good quality ones are made with a cnc lathe.... YouTube it.... It's hard to explain but I'm a machinist by profession and its a rather easy thing to do

Depends what type of metal your buying- whether it's billet (cnc machined) or whatever- depends where you buy it from. For the cheaper ones I'd expect a piece of thick wire will just go through a press, to then later be cut. CNC machining is where a computer controlled machine is told how and where to cut out a piece of metal- this means it is very very accurate but also very expensive.
