Hi guys I have a Hobao gpx4 and today I started the engine pressed the throttle and there was no movement. I then stopped the engine and held the throttle down without the engine running. I noticed the throttle arm linkage thing was not moving. I had previously bought new batteries for the controller and the car servo and I'm clueless for what the cause Is and what the problem is. Please help me!

check your batteries again and that they're inserted correctly, can't ever check too many times :P
other than that, see if your steering servo is working properly, if it is that could mean a faulty throttle servo or your control box is not running your throttle servo properly, check the connection point at the box where the servo is plugged in, make sure it's in tight and securely.
if your steering servo works fine, try plugging it into the socket your throttle servo is usually in and see if it runs the servo properly, if it does it'd likely mean your throttle servo is stuffed, if it doesn't then your control box is faulty. i'm not sure if they're repairable or if it's just a better idea to replace it, i'll leave that up to the more experienced guys.

Never start the engine until you know the electronics are functioning properly!

Check your connections and as stated above, let us know how it goes from there.
