My guess would be either its a layed "leaf" (Like laid gold leaf) or just tinted chrome thats shaded really well. Its nice either way..
 
it's like the marble effect
first cut out your design ..
spray a white to high light the smooth edge..let dry
the spray a gun metal or some grey semi transparent paint then take a plastic bag and crush it up .. dab the bag on the wet grey paint to get the desired look ..
then back it with black
should work out to look the same
 
Yup. Looks like Saran Wrap mable effect done with silver and black on just the rip.
