scuff it up good with scotch brite, wash with soapy warm water, and make sure you use paint approved for plastics, krylon fusion worked best for me, krylon also offers some camo colors that will work on plastic.
 
Base coat it with automotive primer then you can use any paint you want.
Light coats since some plastics will start to soften if it takes too long to dry.
A light wet sanding with #600 wet paper and you can get a glass finish.
