green thing on truck???

Their is this green thing on my truck and it has a wire that raps around the motor, what is it?? and it does not work if i hit the power button, is their a battery in??

Where is the battery, i took the four screws out and i didnt see any battery.

haha i found the battery its kinda hidden in a little holder.
