Its called "mihov image resizer". Its free, small, and very powerful.

It can do jpg. bmp. and gif. you can resize, rotate, convert to different types of files (jpg, bmp, gif.) and create thumbs for a webpage.

it is very fast, and you dont have to open all the images in photoshop or some other program, just highlight all the ones you want to resize, set the size, and hit "resize". you can have it make new pics smaller and renamed, rename them as you resize, or just resize.

hope this helps the new guys that don't know how to resize images. This combined with a photobucket account and you will be posting pics in no time!!!!!
 
I use the image viewer, Irfanview. It allows for resizing as well as rotation and it, too, is free.
 
yeah i really like irfanview it has worked for just about everything i have needed

it even tells you if the pic has the wrong file type attached to it
