I also liked the OS .12 TR (P) Turbo, but it has a pilot shaft - I don't know for sure if a pilot shaft will fit in the NTC3, but it is rated at 1.3hp. Again, the forum reports this motor is hard to tune and several guys said the regular non-turbo .12 TR is the better engine and easier to tune, but only puts out 1.1hp.
One of the guys I race with just got the Novarossi NS12S3A1 (1.52hp, SG shaft) which is the engine Atsushi Hara used in his HPI R40 to win the 2003 ROAR fuel sedan national championship. It can be had for $100 more than what you were planning on spending, and it would probably be the last engine you'll ever need. Not to mention that your car would be competitive at a national race. I don't know how the HPI Nitro Star Pro would stack up against that.....
