Having the modified motor version of the lathe, I can answer pretty much any question you have about it.

The chief use of a comm lathe is to true up the commutator, which makes a motor last longer. It is usually used when you replace the brushes.

Lathes are only needed if you are racing above club level, and if you are running a brushed motor. Brushless, obviously, does not need cutting.
