The boot holds the barrel open. The blue rubber thing. I don't know how to explain such a simple thing any clearer. I think your looking into it too deep. The BOOT will HOLD the carb OPEN when the linkage isn't attached.

As MHM said, it's just the rubber boot springing it open a bit when the linkage is disconnected. This is normal.
