I have a Rovan 29cc Baja 5B, so I broke it in the other day! The brake procedure went as it should! I then decided to run it around the yard and, when I applied the throttle, the buggy would not bug. With tires on, or off the ground. I inspected everything in the ass end, and all looked good! So I got it back together and put some gas in it and got the same results! I geuss that is what I get for buying a Rovnofun, lol! While it ran I noticed that the Spur gear, and pinion gear where not moving! The hi and low needle have been set back to factory twice. I did notice that after the break in period, after engine cooled. The back with no tires on moved on there own for a brief second! I can only assume it is the clutch. I am at a complete lost. Any helpful advice would be appreciated!
 
Have you checked the endpoints and trim for the throttle servo? With the engine off you should check servo movement to see if it is even doing what it should be. Also, if you haven't already, you should get a killswitch. Runaway engines are dangerous and can destroy your rig. Also, largescaleforums.com is a great resource for 1/5 rigs. I have a few of them and the guys over their know their stuff!
 
You also need to check that the carbbolts are tight and the exhaust bolts are tight. There is a whole list of things that can go wrong and not just because it's a Rovan. A video of your problem would be extremely helpful.
 
The first wrong step is a break in procedure, there is no need. It’s a 2 stroke gas engine not a nitro. Let it warm up and give er the onions!
I had this happen once. You have to give it enough throttle for the clutch to engage. If the tune is off it will bog out lean or rich before the engine hits that rpm. This happens a lot after the first run.
I would check everything @ferrebee88 has mentioned.
I don’t have the Baja so I am not familiar with it, just make sure the pinion gear hasn’t come loose.
