I am looking an adhesive that will permanently hold milk jug caps together for the effect of a mountain. I have tried hot glue and superglue. Neither have worked for me. Any ideas?
 
Construction glue may work.

That type of material is hard to bond, the same material that is used on superglue bottles, that's why it doesn't hold. Your best bet is something like silicone, shoe goo, E6000, or similar products.

I can't think of any adhesive that will permanently bond most common plastics. There are plenty that will give a very strong hold, but not truly permanent. E6000 is my go-to for most plastic applications. It is very similar to ShooGoo, but not nearly as "rubbery" in consistency. This rubbery-ness gives flexibility which can be a big advantage in many applications.
I'm confident that E6000 or ShooGoo will work fine for what you're looking to do. I'm using E6000 to hold a diy front bumper on my SCX24 Jeep right now, and this thing gets bumped and drags on rock all the time.

The problem with milk jug caps is they are HDPE, which is a waxy kinda plastic. Meant to not let things stick to it. So you need a very sticky glue. So I would do as others said and try the Shoe Goo, E6000, or like TP suggested, the Liquid Nails. Liquid nails sticks to everything and is usually impossibe to clean up without Acetone. So I would try that personally. I know Shoe Good would likely stick. But it would likely also peel off easily if you tried to remove it. I'm not sure Liquid Nails would.
