Yes, all spektrum brushless hobbywing clone escs have LVC. If I'm not mistaken, every high quality brushless esc has an LVC built in, that you can adjust.

That's fine, I just need one to begin with so I don't have to use two separate Venom ones (the red plastic LVMs). I do have a program card though. (edited: I forgot what it was called, it's called a program card, not a tuning card)

99% of modern escs have a lipo cutoff and if it only has one setting its medium. So like 3.2 volts per cell.
