Ok after I release the throttle my new hpi 5.9 engine either revs up or stays throttled for a split second !!!!! any suggestions?
 
Check your carb settings on the Low speed needle. Sounds like it MAY be lean, i could be wrong though. Also, check your HSN as well whilst your about it. Both can cause "revving" if they are too lean.

From what you describe it DOES sound lean, but my advice would be to go back to factory settings for the carb and retune as per the manual until you get it right on the money.

I'm open to being corrected if i'm wrong here, but.....................................
 
IF what Thunder said doen't work ( And i am not saying that it won't work But in the case that it doesn't) try looking at your linkage.

If the linkage keeper (you know the little donut with the set screw in it) If that is to tight up against the servo it will do it to. With the air filter off, And your TX and RX on play with the throttle and brake back and fourth. you will see what i mean. If it is the case just loosen the set screw and move it back a little. You will have to tighten and loosen a few times to get it right on

(I just got through banging my head on the wall with this one and it turned out that was the problem.)
