I have 40mm rims will 45mm tires fit on them?

no, your tires will be loose and will be filled with dirt..you will have good traction but very low speed..could also break your rims..
 
They can fit but the tire will be sticking out since you're forcing the bigger tire into the rim lip to be glued onto.
